Yeah, I never understood that myself. Maybe to discourage guessing, I suppose? But really, if you're already guessing on the majority of the questions, what're the chances of getting a passing grade?
The only other concievable reason I could imagine is for analytics' sake. If a test is standardized (like the SATs here in the States), they're gonna wanna fine-tune it on a question-by-question basis.
