For what it's worth you also have scrolling on Android based e-readers, there are different modes that help achieve good response time and you can check it out on youtube by watching Onyx Boox reviews. What they have are different modes according to what you're doing, but you have to switch manually. Normal mode, good for reading text, the slowest but still fast enough just can't flip a manga like you would on a phone, A2, faster and more ghosting, turns almost immediately and it's prett smooth, X mode, even faster and even more ghosting, scrolls and flips pages like it's nothing. Most of the OS stuff is paged though.
I guess checking reviews of the phone might tell you more, if they exist.
