I only reserve the right to use the ignore function on troublesome users only, and the only way to do so is you must not be friends with another user. If you are already friends with that user but turns out that user in question is behaving badly on the forums, you have to hit Remove Friend first, removing it from your friend list and then hit Ignore. The receiving user now being ignored only gets the notification, and it is not permanent, so it can be unignored later whenever possible. During this time, the user who performed the ignore function is able to see suppressed content, similar to how posts get suppressed in NationStates by users with Communications authority granted by users with Executive authority and site moderators can suppress posts only when the RMB becomes too messy to manage by the ones in charge of any given region.
All users have a ignore button only possible when not friends with one another. Moderators and administrators are an exception, as they're too important.
This is only temporary for about a few days to see if my first ignored user is improving behavior. If I continuing seeing that kind of behavior and isn't improving by then, then I let it remain. Sure, I might take a small reputation hit as a side effect, but it is only reserved for emergencies.
