I guess I glossed over that part. most things that could go wrong there are covered by laws (at least here in 'murica), which are, in fact, specific, OBJECTIVE rules.
The main problem with a list of rules is that they'll never cover everything; common sense is something that people should already know and covers everything nicely without an extensive list of things that could be left out.
I could understand the anger towards there being no rules if I was actually banning people for no reason; but when I'm banning you for something that is clearly you going out of your way to be bad and try pushing the no rules atmosphere, you have no right to carry on like a wacky waving inflatable arm tube man.

the national law covers most things. places that want to restrict it even further can do it if they please. also, see the pool or whatever other place I used as an example.
