Ohh, I love shows that are hilariously bad!
My favourite is without a doubt Garzeys Wing. It's an absolute clusterfuck of an epic fantasy saga that was crammed into a three episode OVA. The plot is nonsensical and hilarious. Also the godlike (read: straight out of hell) English dub just ups the show to the next level and provides dozens of memorable lines. I recommend being piss drunk while watching it.
The first five minutes are a work of art. You can watch it on YouTube right now:

The only time my friend ever smoked weed, we watched this together (I abstained). He told me later that the part with the fairy back grease was so surprising, weird, and stupid all at once that he seriously couldn't believe he was watching something that was real and thought he was dreaming the whole thing.

If you're really looking for a wild ride, then I'd recommend none other than Musashi Gundoh. It's based off of a scrapped manga from Monkey Punch (the creator of Lupin III) and I think the OP pretty much speaks for itself:

Not sure if the show even got a DVD release but there's enough of it on YouTube for you to get a proper feel of it, just don't expect to absorb too much because the subs are barely legible and the video quality is awful (although you could look at it as adding to the experience).
