Do you just want to paint the body, or the keycaps too?
I personally wouldn't paint the keycaps, I'd just get a set of nice PBT keycaps in a colour of your choice.
For painting the body, you'd want to dismantle the kb first, then it's usually recommended to give the surface a rub down with some fine/very fine sand paper. (Unless the kb is heavily textured)
Make sure the kb is dry and clean, then apply one or two coats of plastic primer, sand it down a little, then a few coats of your paint.
You can just use normal spray paint, but perhaps paint intended for plastics would be more suitable.
As for a top coat, it kind of depends on your colour coat, sometimes you need to apply a top, some times not, but it does offer an extra layer of protection, and you can get it in satin as well as glossy.

An airbrush would require an air compressor, if you don't have one, spray cans are perfectly fine for the job.

No reason why it shouldn't, but you'd need to take it apart, remove all the plastic parts, you don't want paint going inside your laptop =P
Also some laptops can get kinda hot, while it should be fine for most paints, it's worth bearing in mind.
