The princess in the pic just needs to go to bed and dream about getting there, and she can stay for up to 72 days in good standing. Plus, that small crown on her is worthy enough to rule one of our many provinces for the duration of her stay, assuming we have a vacant seat and with sufficient votes in the next election.
If you really want to go there badly, you'll need a Space Program policy that lets you build a space station, starships, and the like. While we do accept visitors (our planet is a bit bigger than Earth), violence and mischief is forbidden only on holidays and you'll be ejected from your dream if you start acting hostile.
Nations without a Space Program on their Policies tab cannot visit Planet Lucia or other planets until they do so.
Lastly don't expect my citizenry to turn cheeks very often, we are a tsundere majority population due to a high Rudeness scale. Treat my people well, and maybe within a couple more visits or so they'll eventually warm up.
