Yo Comic making help?

So I wanna do this.
tl;dr I wanna do a comic, I think the story is decent...
Though $$$$ is a problem, can't pay someone to do it for me, though I can pay like a few characters and BGs a Month.

Now the question, do anyone of you now a softare where I can use to Change let's say charcter X position of arms and so on...
o I use the same X for multiple Windows in different positions 😃 (don't worry biut facial expression, I Will Order like .PNG with most emotions for character X).

Couldn't you do this with pretty much any image editing software that supports layers? Just have each body part or so on its own layer, and move it around as desired.

Or Paint.NET, if you don't feel like pirating software. Or GIMP, if you're a masochist.

Yeah this is the obvious pick, I was wondering for somethng less time consuming, but that's the best the Market can offer.
