I look for wallpapers that are quite simple, minimalistic, so that they don't obscure any potential text or UI elements that may be above them. Cuteness is also an important factor, as well as not being too bright - I don't like being blinded when for whatever reason I have to look at my phone in the middle of the night. As for technical details, 9:16 >=1440p PNG. If I find an image I like but it's resolution is too low or is jpegged, I put it through waifu2x, assuming it's an image that responds well to it.
