If I have to choose out of three girls based on CJ's voice actor's birthday, who unfortunately had a recent breakdown with the very company he worked for over the years, I would try to pick either Atago, Ene from Kagerou, or the converted Japanese-Russian destroyer Verniy. There are advantages and disadvantages to each of them from their canon personalities:
Atago: She's big obviously, so she needs lots of resources as a heavy cruiser to carry her big body around, but thanks to the power of anime magic (script bug), it nullifies any Fat gain. She will be a slightly bigger hitbox on foot, but at least she will get to carry all weapons in the game due to her weight. She does carry seaplanes, which means her use of seaplanes in mid-late game will be easier to fly around than other plane types. Any muscle loss, though also nullified due to anime magic (script bug), means she won't end up with fragile bones and body mass at all. She can't however, do parkour which means she'll have to use vehicles or other objects as a means to get to higher places. In case of swimming, due to her weight, she will suffer a penalty to her speed, making the first leg of three in both triathlons, Amphibious Assault, Vertical Bird, and oyster hunting next to impossible, being bigger means she'll sink like a rock fast.
Ene: Despite the fact the game is set in 1992 whereas computers haven't evolved enough for people to start making artificial AI holograms, Ene is an exception because of the time traveling anomalies created by "the Zone". She can get along with Zero the instant she meets him, allowing access to all his missions and quips. She will have access to some of the best NATO weaponry; can hijack higher-tiered vehicles earlier, meaning she gets along with Cesar and Woozie much faster. Her unique ability also means that she can't truly die from enemy bullets due to her design, let alone vulnerable to being run over, falls, explosions, lasers, and drowning. However, her social skills are not the best, which can be problematic for leading teams.
Verniy: She may be light for a destroyer, and her demeanor fits well for the main protagonist. Stealth will be easiest for her in certain missions that require it due to her size and able to be quiet for long periods, though it will not affect relations with Ryder, OG Loc and Toreno anyway. She will have exclusive access to the best post-Soviet era weaponry fitting the game's era at the expense of not being able to touch any NATO weaponry, if at all. She will get along with a wide range of characters, but is not afraid to switch back and forth between her native tongue and Russian to mingle with differing teams, meaning she will be friendly with her country until either Gray Imports or Just Business is completed. Even then, because they know her well, she will just fix the damaged relationship with less time and fewer missions. Being one of the few destroyers able to carry transport craft, she is also capable of piloting landing craft from the start thanks to a recent mod that should allow her to carry her troops in an albeit slow way to the frontline. Eventually, she will have to damage ties again with her country very late into the game, which again can be easily fixed after it just by doing more favors from them. She is the only one of the three also allowed to visit her country to begin an alternative storyline should she manage to survive all the way through. Ships of all kinds are easier to use due to her high maneuverability, and if she does well in boating school will have access to better variants.
