This is actually a common mistake experienced by most beginner modders of the GTA series likely due to careless handling of original files without backups. Because if there are no backups in case the game corrupts, then the game won't start and the ONLY way to bring back the game in its normal state as stated by many experienced modder creators is a full, clean uninstall and reinstall. Luckily, thanks to the power of the Internet in my hands, I will try to see if I can sort it out, though I make no guarantees such a tactic would work. shrugs Once I get the game back up and running again, I'll have to start the entire thing over, play until 100% completion like before, and save it.

I've always found modding GTA games to be quite painful >.< especially if you wanna replace a lot of vehicle models.
I didn’t touch the vehicle models; I touched only the ped models whilst leaving everything else untouched. My computer was up to date the week before I started modding just to be safe. However, I noticed some of the mods I sought after when attempting to download redirect me somewhere that is unsafe, but not dangerous enough to trigger an alert message tab, though it would ask me to confirm I'm not a bot, disable my ad-block, or entering the password set by the creator of the mod before allowing to use them.
Other mods on the other hand such as Reina Izumi turn out to be executable files in disguise or even worse like the K-ON skinpack and its remake version auto-trigger the alert tab only if the download process starts. It used to be OK to have K-ON characters running around causing mayhem as seen in some earlier videos, but nowadays, it isn't. Some character links might have been dead for some time since it is a very old game and thus can never be downloaded for various reasons. Since this is a very old game I'm trying to mod, only the 1.0 version that I have is guaranteed to have mods in them, any other version especially Steam 3.0 would require a downgrade.
I even watched some videos of a few particular skins I never even seen before, so it could indicate they are only found through cloud storage drives like OneDrive or the mod creator's blogs by sheer luck. My biggest mistake was not backing up enough of the game files, which is always the recommended thing to do when I started modding even if I don't want to mess with other stuff like vehicles you mentioned, and yes it is very painful but only if I don't follow the steps correctly on any given mod. For now, I'll have to do a reinstall in hopes I get it to work again when I have time.
Edit: Ta-da! I finally got it fixed thanks to two people who know how to properly uninstall and install properly without having to go through all the messy re-registration process again. It even still remembers my unmodded save file prior to my modding, which is nice. 🙂
