It's used all the time, in anything concerning engineering. Also, consider that these units are important for any circuit working at higher frequencies than 1Hz.
When concerned with Hz, yeah, true. But as an electronic engineering undergrad, I've never come across metric units of time for anything longer than 1 second.

But yes, usually we observe time at higher res than 1 sec. Only in things like biochemistry and cell lab do I often think in durations higher than minutes, or sometimes even hours.
But you know - the point I was trying to make is, that time units below seconds are so structured precisely because we need them for science and those above seconds are experiential time, historically grown and not in the same format.
