Yes it does, I can well imagine some intstitutions having discord and irc ports on the firewall blacklist, but not lewd.sx.
It's like that in a way, except that they use some sort of software that has most mainstream sites and such blocked. If users start to go to a site which is not blacklisted by the service which the school uses, then the system administrators will notice the traffic and then they will proceed to block access to the site. This has happened in many cases where I have introduced friends to some exploits in the system, then they show other friends, and those other friends show some other friends, causing the exploits or sites which are not blacklisted to be instantly blacklisted or the exploits patched.
