I would say KissAnime but you know, they are sort of down, try small video hosting sites like Anime Twist, Anime Haven, Master Anime, and Crunchy roll (Maybe that's a harder one to get into) small video hosting sites that earn alot of attention.

Depends entirely on your budget here, it will cost more but the numbers it will reach are much larger.

idk, I've had better experiences with the slower boards in the past advertising my own forum.

shilling just makes people mad, imo.

I can understand the philosophy of people from slower boards are more likely to register on slower forums, though judging from the members list I am the only person that the 8ch ad has gotten to register.
If its gotten clicks is a different story, no doubt people have seen the forum from the ad but haven't registered.
For growing forums, there's always the option for doubling down on encouraging word of mouth and encouraging people to post frequently with emails reminding them to check back. I dunno, send out a "we miss you" reminder email if they haven't posted in a while.
