I think you're referring to the userbar. It doesn't really do anything other than look nice, it also displays one of the user groups you're. You can find all of these groups by clicking on this sentence. Most groups require you to apply for them, or require someone to invite you to it before you can join. However, the music group and the lazies group can be joined without having to apply.
Once you have joined a group, you can change the way your userbar looks by going to the bottom of the groups page I linked you.
