I like the second one the best, because it has a nice and simple loop (try removing the background hue on the logo, I feel like it'll be cleaner that way). The first one is a nice gif, but I think it has a bit too much going on - it feels less like a banner and more like a signature. Try checking these banners out for reference.
For the britbong flag, I think a good character to put would be would be Kujou Karen.
