I'm currently working on a PHP script that will ask for the user's public PGP key and create another PGP key pair (or if the user doesn't have a public PGP key, it will create two pairs) when a user registers for a forum. This way the user can encrypt everything they send to the server, and the server can easily verify that the client is the same client without needing to rely on IP addresses or anything like that. This is so that tor services can have a secondary form of authentication besides passwords for more security, without threatening anonymization in any way.
